The United States faces a severe shortage of affordable housing. As of 2026, there is a deficit of approximately 7.3 million affordable rental units for extremely low-income renters. The general rule of thumb is that housing costs should not exceed 30% of gross income — yet millions of American households are “cost-burdened,” paying more than half their income on housing.
Major Federal Housing Assistance Programs
Housing Choice Voucher Program (Section 8)
The largest federal rental assistance program, administered by local Public Housing Authorities (PHAs) with HUD funding.
How it works:
- Eligible families receive a voucher to use toward rent in the private market
- Tenant pays 30% of adjusted income toward rent; voucher covers the rest (up to a payment standard)
- Tenant can choose any unit where the landlord agrees to participate
- Voucher moves with the tenant (“portable”)
